-Wall is always active, but -Werror is only enabled for directories that
have been cleaned of all warnings for both gcc2 and gcc5. And each
compiler emits somewhat different sets of warnings, so sometimes you need
to check with both (the buildbots can be used for that but only after the
patch is merged).
