I don't necessarily think that the initial condition parameter
would be for the model maker, I think that would be for the
model user.
Here is an example from a different world: A SPICE transistor
model has a ton load of process parameters that the model maker
needs to provide (and protect with the highest levels of
protection measures). But there are other parameters, such as
temperature that the model maker cannot define, it is something
for the user to define at simulation time...
I think the same story applied to initial conditions too...

Given an interconnect subckt (a package model for example), how would the
model maker know what the initial condition is? This is not meant to be a
flippant answer, you do raise an interesting problem, particularly for
series blocking caps, and simulators that relay on starting off with a DC
solution.
