Since the List_Tip entries are associated with List entries by position there is no mapping ambiguity. Any rules about uniqueness therefore would be only to reduce user confusion. I think we do need to require that no two List_Tips can be identical if the List entries they map to are NOT identical. For example if two List_Tip entries are both "Enabled" the corresponding List entries can't be "0" and "1". Therefore I think the first clause should be a "must", while I agree the second clause should be a "may": All entries in List_Tip shall be unique, except that if two entries in List are the same, then the corresponding List_Tip entries can be the same.
