Good question... That line illustrates that value assignment is not required
in the
.ibs file, which is basically the old syntax from before IBIS v6.0 introduced
the value
assignment capabilities. Remember, in the old days we only listed the names of
the parameters and the mechanisms to assign any values to them was left up to
the EDA tool.
It is debatable whether we should retain this for the [Circuit Call], but I
thought
it might be simpler if we just duplicated everything from the way things are
done
in [External Circuit]. And this was not removed from [External Circuit] for
backwards compatibility.

Hello Everyone,
According to the request in our last meeting, I added an example to
BIRD165 and changed a few page numbers to refer to the v6.1 IBIS
specification (instead of v6.0). I also updated the Statement of the
Issues section (simply because I didn't like my broken English) and
the Any Other Background Information section (to document these
changes).
