resending this BIRD draft to the list with a request to post it on the ATM
webpage in the archives. I would like to encourage everyone to review the
document and send me questions/comments so we could finalize it and
submit it to the Open Forum.

Hello Everyone,
According to the request in our last meeting, I added an example to
BIRD165 and changed a few page numbers to refer to the v6.1 IBIS
specification (instead of v6.0). I also updated the Statement of the
Issues section (simply because I didn't like my broken English) and
the Any Other Background Information section (to document these
changes).
Comments, questions, suggestions are welcome.
