[ibis-macro] [C Comp Model] BIRD Updated Draft

Here is the latest draft of the [C Comp Model] BIRD.  I made one new change 
after today's meeting, adding the following sentence to Usage Rules:

[C Comp Corner] values may be ignored by EDA tools for a [C Comp Model] in 
Non-Driving mode.

Does this sentence sound ok?

It seems that this is the last point of clarification, so if there are no other 
concerns, I may submit the BIRD draft to the Open Forum later this week.  I can 
hold off to discuss in next week's meeting if anyone prefers that approach.
