Hi All,

Attached is the draft BIRD for [C_comp Model], as last discussed in the August 
15 ATM meeting.  Please let me know if you have any questions or suggestions 
for improvements.

One area to address is the overlap with language found in BIRD191 for 
Si_location and Timing_location.  I have not attempted to include the BIRD191 
language yet, as this needs discussion on the potential use of "Buffer" as a 
location specific to the C_comp Model when a Buffer_I* terminal is included.
