Here is a new draft for solving the problem with samples per bit.
Note that I modified three areas to make this crystal clear.

| 3.1.2.1 impulse_matrix

| 3.1.2.4 sample_interval

| 3.2.2.1 wave


For the first one, I had to refer to the already approved
BIRD 130 to make the first paragraph of the description of
impulse_matrix clearer in the context of samples per bit,
and also to make it more consistent with the first paragraph
under the description of wave in 3.2.2.1.
