Actually I did it with out sighted assistence but that was in mountain lion. Vo 
m twice worked and I could choose the wifi  network and enter in password info. 
This broke as of 3 weeks ago.

No. Doing control option him twice crashes voiceover. It brings it back up 
again no.

If you have access to a router, just connect Ethernet cable to it but if not, 
try ctrl option M twice to see if that works.
