Yeah, in my case it takes about 3 seconds from opening voiceover utility to the thing showing up. My mac is 6 now 7 years old though, and still have way kicking.

So how fast is the M1? Well let’s compare it to an Intel Mac in this way and you might get some idea of the increase in performance, its by no means accurate but it does give you an idea.
Now suppose you open the VoiceOver Utility on an Intel Mac you hear VoiceOver announce, Opening VoiceOver Utility and then the utility opens, so far so good.
Open the VoiceOver Utility on a M1 machine and the announcement can barely be spoken before the General VoiceOver screen is announced, damn fast.
