I believe there was a major update to Safari even if you are not running High
Sierra or Mohave at this point. I personally don't like Chrome and don't find
its accessibility as impressive as some seemed to do, but that might be because
of the websites in question.

I have seen this behavior in amazon.com <http://amazon.com/>. When opening
an item page, it automatically expands the Review information in a window
which has to be closed to get to the item data. But one must press the
close button and immediately move the cursor to the right or the Review data
opens again. This, too, is the hover issue, I think.
