Many desktops support per application volumes now (especially when
pulseaudio is used). It's been quite some time since I messed with that
stuff but I wonder if that's your issue.

I did bring it up, volume up did nothing, then volume down started
decreasing, so I up arrowed to take it back up to 100%.
So it is already at 100% apparently, but for some reason, the volume is much
lower than it was.
I went into Orca and tried adjusting the volume there, but that only
increased the distortion.
It seems that Orca does not work well over 3 or 4 for a volume setting.
But this thing was louder before.
Maybe my speaker is getting weak, but it usually does not get a weaker
volume when the battery starts to run out.

alsamixer
and after that, press down arrow to volume down and up arrow to volume up.
