Plex was my choice almost from the start because of the many clients that
can use it.
I have a client on my iPhone and it shows up as a media server on my network
so even old players like our WD-TV can at least access the library folders
and playlists.
Firefox does a good job with the web interface and Plex is happy to stream
to web player clients.
I know that most if not all Samsung sets starting in 2017 have the built-in
screen reader.
My set is to old but I've set up several for friends.
I seem to recall they talk out of the box for the first power-up.
After that you have to hold something on the remote to turn it back on if
you disabled it during set up.
On the audio side of things I put an image on one of the RPIs called
Volumio.
It is a dedicated audio streamer. It can do web radio and access network
resources in your home to do libraries and playlists.
It has a large list of active radio stations and you can add favorites for
library items and stations.
Again I'm just using SSH and the web interface to a running Volumio image is
almost completely accessible.
If the web interface lets me down I just ssh in and tweak things.

The web interface leaves a bit to be desired but it is manageable.
I can also interface Amazon Alexa and voice command media playback.
Plex can cast to Chromcast or Fire-TV devices as well as many set-top
players.
Samsung TVs have a build-in client that actually talks through their
