If you want to bring a whole IMAP tree local, you can use a program
like offlineimap or mbsync (sometimes packaged as "isync") to sync a
local maildir tree with a remote IMAP mailbox. This is how I tend to
configure mutt/neomutt, syncing IMAP with offlineimap or mbsync,
indexing with "notmuch" or "mu", and then viewing with neomutt.
Though if you don't like mutt/neomutt you could use your favorite
maildir-aware MUA such as s-nail, or possibly alpine, sup, or alot.

The problem though, is that Imap changes how the messages are
stored on the server, and that means that the pop client won't get
the messages that aren't in the incoming mailbox. It's likely this
means a large majority of the messages you want to download aren't
going to be available via the pop protocol.
You can tell thunderbird to mirror the server, thereby downloading
every message, but if this isn't done at the time of client setup,
I don't know how to configure it to do so after it's already setup.
Heck, I'm having trouble getting it to see a folder I already had
on the machine, and readding that host didn't work, so I just
forwarded all my email to my main inbox, and deal with it that way.
Not the solution I wanted, but it works.
I have nothing against modern day email clients, but all the ones
I've looked at do their best to make it easier for the user, but in
the process, they remove all the functionality that made the old
email clients like pegasus or hermes so powerful. Doing what Glen
wants would be trivial with one of those.

pine/alpine can handle folders. I've never used mutt, but I've
used pine/alpine for many years, and except for the text
interface, there's nothing the graphical clients do that pine
cannot. It's a fully featured modern mail client, and can even
handle imap mailboxes if so desired. For pop3 email boxes, you'll
need a transport agent like getpop or something similar. I've
only retrieved email via a pop mail retriever once, and that was
several years ago, so I don't know what's out there to do the job
now, but if imap is all you want, pine/alpine can handle that
just fine.
