There seems to be a Catch-22 here regarding fees/dues.

I've observed that many potential members balk at the membership fee
and would like to see it reduced or even abolished (since it doesn't
seem to get you anything that justifies the amount).

However, there is no "formal" way to change that except by attending
the AGM and voting...which you can't until you pay the fee.  So paying
the fee to be able to reduce the fee is kind of, well, silly.

So I agree with Ian about opening it to all current and potential members.
