Easiest way is a telnet connection to a local machine (a local Linux box with a serial console is ideal). A Lantronics UDS10 connected to an RS-232 interface on your Commodore will then let you log into the Linux box and then run an IRC connection.

Native C64 IRC would be possible, but challenging.
