If you're going to go through a Linux  box why would you need the Lantronix 
UDS-10?

The UDS-10 by itself (or a Win box) might work if the client is compatible.

But the best way would be a 64NIC+:

Easiest way is a telnet connection to a local machine (a local Linux box 
with a serial console is ideal).  A Lantronics UDS10 connected to an 
RS-232 interface on your Commodore will then let you log into the Linux 
box and then run an IRC connection.

Native C64 IRC would be possible, but challenging.
