Let me ask a stupid question:
When using the external tape interface are you using the correct
Device/Unit number with your LOAD/SAVE commands?
The internal tape interface is device/unit #1 and the external tape
interface is device/unit #2 if I recall correctly.
save "filename",2
load "filename",2
Device #2 gets recycled in later computers for the RS-232 interface.
