Sounds like a problem with the kernal or basic. Either directly because those
ROMs aren’t working properly or indirectly because some other chip isn’t
working properly.
You can test the cpu 6502 and via 6522 in a Vic-20 if you have one and
everything is socketed. That might help rule in or out those chips.

It’s dropping into the monitor - but can you use the monitor? If it works
then that tells you the keyboard and other things are working.
