These checks are absolutely standard when working anywhere near kids in
Ontario. My job, for example, requires one. Unfortunately, Toronto
Police Service make it very hard to get one of these checks: TPL would
have to apply roughly six weeks in advance, and it's around $45 per
person. You can't apply for one yourself, as you might for a regular
police check.
Such checks are often a requirement to qualify for funding. Given that
the current regime in Queen's Park has the knives out for the world's
busiest library system, TPL have little or no alternative to demanding
compliance. The Maker Festival organizers now look a bit silly for not
wanting to protect childrens' safety.
