[Va-bird] Northern Harriers along W.Jack Jouett Rd. Louisa, Va.

For two seasons now, I have noticed a dramatic drop in Northern Harrier 
activity along W. Jack Jouett Rd. in Louisa County.
I have also noticed the sudden appearance of “No Trespassing” signs along this 
public road. Can anyone provide insight or information on this situation?
