I lived in Houston for 6 years (and 8 in Texas) before moving to NoVA, I
also go back there to visit family almost every year (in fact will be there
next week!). I though I might be able to make a few suggestions for you
(but not about lodging, unfortunately):
First, High Island has a website:

Their website isn't often updated, but you can post on their Facebook page
if you have specific questions.
Besides Bolivar Flat mentioned by other members, there are a few other
places that I would recommend:
There are a few excellent national wildlife refuges in and around Houston,
starting from nearest High Island: Anahuac, Brazoria and St. Bernard. I
have not been to Ahahuac but have been to the other two, they are abundant
with birds -- waterfowl (in the right season), wading birds, larks, and you
could see 20 kestrels perched on a telephone/power line.
Also I highly recommend Brazos Bend State Park. It is nicknamed "The
Alligator Park". March/April are the mating season for these reptiles and
you will see their strange mating ritual. There are, of course, many birds
in and around the lakes. Once I saw an American Bittern right next to the
trail and it was not shy at all.
If you have more time, check out Aransas NWR which is the nesting ground
for Whooping Cranes.

Unfortunately this year I can only go in March which is a little too early
for migration. When you go next month, you will be in for a bonanza.
