I have to thank Arun for giving me heads-up call about this bird.  Since
I only work a few blocks away, I was able to get there quickly and the
bird was clearly visible on the rocks out in front of the Brown's Island
"gangplank" that extends out into the river.  It was with a group of
Herring Gulls in various plumages and a single Great Black-backed Gull.
About the same size as the Herring Gulls, but nearly all-white with an
all-dark bill, it was very distinct.  After a while, all the gulls
flushed and formed a loose flock soaring above the river, at which time
it became clear that there were TWO Iceland Gulls! (Arun had actually
suggested earlier that there were two of them here).   Thanks again,
