Hi Tony,
Has your right shift key always been like this? Is it doing anything else when
you press it, or if you do so in combination with a ctrl key or the Fn key?
Or alternatively, and you may already have investigated this: might it just be
stuck due to grease, dust, or such? If you haven’t already done, and with the
Netbook off, tip it (the keyboard) upside down; give it a shake or three –
which might loosen or dislodge any foreign elements that could’ve got down
between the right shift and surrounding keys. A good spraying with compressed
air?
Just ruling these things out, if you will.

I should have used the word shift which more accurately says my problem.
Okay when I want to capitalise the say first letter of a word, that first
letter on the left of the keyboard, I press the right shift key (the longish
horizontal key) holding it down hitting that first letter in order to
capitalise it but it remains in the lower case so I need then to hit the left
shift key instead which is awkward as you can imagine.
