Yes, there seems to be a discreet list used to populate the default format choices. I've only ever seen multiples of 48K for rates above 48K.

Maybe someone else can confirm.

Not quite. I forgot to mention that in one case I expose 44100,48000,88200,96000 as samplerates but 88200 Hz gets "dropped" in sound control panel.

Why? Is the audio subsystem in Vista/Win7 hardcoded to accept only a few selected samplerates ?
