Because most of that whole section of the PCI-Express standard is
specified as "optional".  That means the operating system cannot rely on
its presence, so there will never be enough real-world testing to make
the support reliable.

As I understand it, the PCIe authors now regret having added it at all,
and there is talk of removing it.

How would that particular case have been helped?  Would you give that
entire PCI bus a higher priority?

Wouldn't it be better to argue for a native PCI-Express audio card?
