Try dialing the first digit using the touch tone setting. Then switch to pulse and press whatever buttons you want to dial. The call won't be made since your phone system doesn't accept pulse dialing, but the pulses will be generated by the phone if it allows you to switch the dialing method in the middle of a call.

Hi, it's Annabelle.
I'm sure this question might be complicated, but here goes. I know Audacity
has a DTMF Tone Generator, but I wonder, would it be possible to make a
plugin that can generate the sound of pulse dialing? Since I don't have a
rotary phone, nor does my phone service provider (Comcast) let me dial out
with my phone set on pulse. I have the Big Button Plus 20200 phone, which
has a switch that lets you select either pulse dialing or tone dialing. If I
try to dial a number with the switch on pulse, the dial tone still goes on
and the number doesn't dial out. Anyway, what would be a way for me to make
a homemade version of pulse dialing in Audacity? I want to be able to
emulate pulse dialing in a sound recording.
