Hooooooooooray! Since all volunteers are requested to choose book rating, this is a conscious decision. Now the work of the validator becomes far more important and easier. If you believe that a book should have a better than a fair rating, just upgrade the rating and make sure that the comments field has enough information for either the validator or the administrator. And though it doesn't raise Bookshare's grand total of books offered, I'm excited because many of us will choose to use some of that time saved to work on BSO-ing the fair books we already have.
