A validator could just take the book to Step 2 and do an abortive upload - that is, upload the book to Step 2 before even beginning to work on it, and then close the browser window before hitting either of the approve or reject buttons - and get a recognition figure. If it is below the minimum, then he/she can either reject at that point, or decide whether it is worth a cleanup to get it above that figure.


Hopefully, in the not too distant future, books will be evaluated at submission in a similar manner to that which they undergo after validation.

What is to prevent a submitter just saying the submit is "good" instead of "fair" and not improving the quality of the submit? There is nothing in the system which judges a book at time of submission is there?
