I think a submitter or proofreader would have to put a note like this where each chapter break occurs:

[reader's note: white space identifies a chapter break here]

I think I had to do something like this in a book Evan Reese submitted and I proofed; maybe he recalls the book or what we decided upon.

I'm reading a book, which, while already in the collection, I'm
curious about. It has chapters, but has no chapter headings, no
chapter numbers, nothing to designate it's a new chapter except a big
white space. As I'm reading it I'm thinking if I were to scan this
(which I don't have to because it's already in the collection) what
would I do? How would I let the braille or daisy reader know it's a
new chapter? Big white spaces wouldn't translate in braille or in
daisy audio. I don't know about visual daisy but it sure wouldn't work
for the other two versions.
