Hi Lissi,
The short answer is that there is no need at all for those blank lines to
protect text or page numbers. smile.
The long answer is that this is covered in the proofreading manual, if you need
more detail.

Dear Booksharian Friends,
Way back, because we knew the Bookshare tools sometimes stripped things
from the tops and bottoms of pages, we always placed a blank line at
the top and bottom of every page. We also placed a blank line above and
below every page number. This is how we formatted a page number at the
top of a page
page break enter
blank line enter
page number enter
blank line enter
text enter
after the last line of text blank line
page break
Here’s my question.
Do we still need to protect content this way? For example can we
dispense with the blank lines making the page look like this?
page number enter
text enter’'
page break
Thanks for helping me keep up with the times.
Always with love,
Lissi
