Hmm, may be worth trying a factory reset on the unit before using it.

Upon further investigation, more weirdness. I load sonar, open an existing project. I hit play on the axiom, nothing. So I hit recall 20. Transport controls now work, but instead of each slider controlling a track volume, one controls what appears to be the master bus volume and another controls the volume of the one effect I have running. Similarly, two of the knobs pan the master bus and the effect. The rest seem to do nothing. The standard sonar preset has the sliders as volumes for tracks 1-8 and the knobs as pan controls for 1-8 as well. At least that's what "m-audio axiom 49 preset 20" does.

At this point I'm thinking an act issue of some sort rather than the axiom, because the axiom controls work just fine. In fact they should be sending the right messages since they control volumes and pans, just not the ones I'm expecting. Plus the transport controls are working. Anybody have any tips? A good explanation of how to use act? I'll be registering and possibly calling M-audio as well, following on that whole letting vendors know idea posted here a few months ago. But considering I baffle the hell out of the jaws support people every single time I get in contact with them and it's about their own software, eh, I'll stick with at least asking here first, heh.
