Since most controllers have a maximum of 88 keys, it's not practical to sample the lower notes. Also, the lower strings do give an additional sympathetic resonance to the notes they did sample. For the record, the Bosendorfer 290 Imperial Grand, which is 9' 6" in length, has 97 keys descending to a contra low C. Their 7' 4" model has 92 keys which gives you a low F. They actually do make grand pianos of smaller sizes that have only 88 keys.
