Randy, many electronic tuners can make noise. then it's just a matter of being accurate. Maybe you need to check out the biggest music store in your area and see what models they suggest. You don't need a sighted person around to operate many tuners out there.

It doesn't make noise, but it automatically tunes the string for you! Stick it on the tuner, pluck the string, and it does the rest.
