As with anything in Word there is more than one way to achieve something.
Another method of entering the symbol:
Shortcut key for the upside down question mark is ctrl-alt-question mark
Shortcut key for the upside down exclamation mark is ctrl-alt-exclamation mark
Depending on where you are based you may want to check out the local guidelines
for Foreign Languages. I know that we have new ones in Australia. UKAAF and
BANA have also produced guidelines.

If you are in Word, type 00bf then immediately hold down the Alt key and tap
the letter x and you should get the following ¿ (Upside down question mark)
In DBT's text editor, press Alt + right square bracket, which brings up the
DUSCI dialog, type a8 and press Enter, which will generate the same.
