Hope this helps! Regarding 13.4.1, second bullet point, in the World Braille
Usage chart (p. 201) for Spanish braille symbols are these:
¿…? question mark (26…26) 5…5
¡…! exclamation mark (235…235) 6…6
You would use this upside-down excl. mark only if you were using the Spanish
versions of the accented vowels and the tilde in your the foreign lg. text
and not using UEB accented letters (like if it's in a text for learning a
foreign language.)

Subject: [duxuser] Spanish inverted exclamation mark
I’m transcribing an English textbook (UEB) and need to include an inverted
exclamation mark in a Spanish phrase. Don’t do foreign languages and can’t
find it in any of my resources. Help would be greatly appreciated!
