When the exact translation is used for the TN symbols, DBT hasn't been
programmed to know that's the tn symbol, it just sees it as other
characters. Bruce is correct in that as far as DBT is concerned, "this" is
no longer a whole word. You've come across the danger of using exact
translation when it is connected to any other text.
Here are three options for getting the correct translation.
&@This is a test.&@
[[*q~,'*]]This is a test.[[*q~,'*]]
[[*tns*]]This is a test.[[*tne*]]
For the time being, DBT will recognize the old &@ code for the TN symbols
when used in a doc file. I wouldn't recommend this in the long run if
there's any chance the doc file might be used in later years. I don't know
one way or the other, but the time may come when DBT will not recognize that
type of coding from a doc file.
The [[*q~,'*]] code can be used to force your symbols. This how the TN
symbols are handled in the Transcriber's Note style.
I noticed there are now [tns] (transcriber's note start) and [tne]
(transcriber's note end) codes. This appears in the 10.7 documentation, but
I have no idea if it's in earlier versions. The documentation says to check
the table usage guide to see if it works for a particular language, because
the code isn't recognized across the board. In looking at the English table
usage guide the codes aren't included, but I tried it anyway, and it does
work correctly.

I understand your explanation if you were simply typing the apostrophe and
comma as normal characters, but shouldn't exact translation take care of
that? The word "this" is not coded with exact translation, only the TN
symbol characters. .

Because DBT sees the apostrophe before this and assumes it must be part of
a word, not the whole word this. Since you can't use "this" as part of the
word, it contracts as you've seen it.
