Thanks Davey.
I've seen what you described on other worksheets I've brailled and have 
done the superscript. This is a teacher made worksheet and it is not 
superscripted.

the Nemeth rules are finicky about how that double minus may be written 
and how then it should be written in Braille.
 
Look carefully at the font of the second minus sign.  Is it in any way 
superscripted?  More and more frequently negative numbers are showing up 
with that minus sign being in superscript.  In that case, the negative 
sign needs to be supered.  So, in Braille, the expression would be:
7-~-"1
 
with the tilde representing the superscript mark and the quote 
representing the baseline marker necessary to indicate that the 
superscript applied only to the minus sign.

The person who indicated that you use only one subtraction symbol mustn't 
have realized that doing that would change the nature of the question. 
Mathetmatically speaking, 
 
7 - -1 = ?
 
is the same as 
 
7 + 1 = ?
 
You cannot "drop" one of the subtraction symbols, because it would change 
the nature of the question.  Instead, you would probably be best to 
Braille it as
 
7 - (-1) = ?
 
... keeping both negative signs but putting the negative one in brackets.
 
This is coming from someone who used Nemeth throughout high school and 
first-year university courses, but who has no official 'transcribers' 
training or anything of the sort.  I do know, however, that you can't just 
"drop" a negative sign in the Braille and retain the same meaning!
