The current rules are found in Braille Formats.
Rule 1, Section 14b
See _http://www.brl.org/formats/rule01.html_
(http://www.brl.org/formats/rule01.html)
or obtain a copy from APH (Catalog #: 7-09652-00
Price: $30.00)

Snip
Text pages. All pages of text in the braille edition (including prefaces,
forewords, and introductions) should carry consecutive braille page numbers
starting with arabic 1 in the first volume. In subsequent volumes, pages of
text
may be numbered consecutively from volume to volume. However, if a text is
transcribed jointly by several braillists or if the braille volumes of a print
text are transcribed out of normal sequence, the first page of text in each
volume should begin with arabic 1.

I am a sighted Duxbury user. The bindery in which I volunteer has a question
that seems to be controversial. When a book is more than one volume what are
the current rules.

Should each volume begin again with the number 1 or should the second volume
begin with the logical number that would have followed the last page of the
first volume.

If you could also cite the place where the ruling is printed that would be
helpful. I am in the US so the rules that apply here would be the rules that
would follow, I guess.
