Another possibility is that your ISP is routing http traffic through a
caching/filtering proxy, and that the resulting header rewriting is
interacting badly with libcurl. Such a setup would certainly explain why
it affects both systems, but only for Web+ and not other traffic, and why
others aren't seeing such behavior. Assuming wifi is working on the
netbook, a simple test to verify that might be to take it to a coffee shop
or something else that has free wireless and see if similar issues still
show up there.
