As far as putting "Single value data" on a new line,
I tend to agree with Bob, it seems to be consistent
with all the other formats described in this section.
However, I have a different observation about
"The user may assign any value...",
because when it comes to Reserved_Parameters, the user
(of the EDA tool or the model) should not be able to
assign or change the value provided in the .ami file.
They should only be allowed to do that for Model_Specific
parameters at most, but even then, I wonder why the model
maker wouldn't use another format type (such as Range,
List, etc...) if the user is allowed to change this single
valued parameter?

I disagree with your editorial suggestion.
There may be other issues with the definitions of Value, Range, etc.,
but the existing definition is textually formatted in a way that is parallel
to
the other definitions -the argument(s) on the same line and the definition
under it.

I think I just found a fairly serious cut and paste error in IBIS v5.1 on
pg. 185.
Both GetWave_Exists and Use_Init_Output has the same exact sentence
for the Definition:
"Tells EDA tool whether the AMI_GetWave is implemented in this model"
While this is correct for the GetWave_Exists, it is quite wrong for
Use_Init_Output... I think this must be corrected for the next version
of the specification.
