The only caution is that minor changes should be pointed
out.  One quick editorial change is to replace a_gnd and
a_extref with A_gnd and A_extref, if it is not too late.

However, there is always a risk that a minor editorial change
is controversial.

1)  I will add something in the introduction to mention the
    change to BIRD91.3

2)  I know about that, and I was hoping to slip in an editorial
    by doing this to make the drawings more consistent...
    However, since their caption is changing, I thought I could
    just grab the pictures too and take care of everything all
    at once.

    Do you or anyone else object to this?

I'm glad I read the BIRD because I understand it better now. So I think
it is well worded. Comments:

1) The introduction does not mention that this BIRD affects both the
approved IBIS spec as well as another BIRD. A formality, but it should
mention that BIRD91.3 is affected.

2) Some of the lines changed in the BIRD91.3 section have nothing to do
with the new keywords. For example, this picture seems to just change
from using exclamation to pipe:
