Hi Kim,
in voiceover utility, navigation, these are the defaults and what I have set.
"initial position of voiceover cursor" pop up set to "first item in window.
all checkboxes checked and "mouse pointer" pop up set to "ignores voice over
cursor".
Cursor tracking can be toggled with control-option-f3 and for me it is set to
on.
I'm not guaranteeing success but can't think of anything else at the moment
that might cause the right click (shortcuts) menu to fail.
