Yes, I think after you sign in once, you remain signed into the App Store as
far as I can tell. Look under the store menu that shows your account name.

I used that second account I created and App store let me
sign in. After giving my user ID and password and got out, the
second time, I got exactly the same behavior so it makes me think
that if you login once, you don't have to login each time you use
App store again.
That's not a bad thing but it's different.
I am presently running catalina and hope to roll back at
least for now to Mojave.
I think all those are in a specific area of the App store
so if somebody wanted to roll back to Lion, they could. When I
was on Mojave briefly, it seemed to be a little more stable so
I'm trying to down-grade at least for the time being.
