When the bike goes into "daily recumbent use" mode it will definately be a little heavier, but below 15 is realistic. I still need to add some stability brackets, fenders and so on for daily .

About the turning circle: It is not the circle that you can ride
when you are on the bike. It is the theoretical minimum that one
gets while pushing the bike around with the maximum steering
angle. With better practice you might approach this value more and
more.

Oh! I'll measure tonight. Without handlebars I think 3 meters or less. In the current configuration the shifter hits the rear frame first.
