Do you have any suggestion on hardware aside form having speakers? lastly what
about other Operating systems such as Chromium OS, Ubuntu Mate? Or any of the
others?

There is raspbian jessie and it should include pispeakup, so you'll have
speech as soon as you write the image in the SD Card.
