I got ubuntu mate working on a raspberry pi 2, using an external USB
audio adapter, but, still want to try this out on a raspberry pi 3, in
case it's improved hardware will be able to handle the audio, since,
initially, on the pi 2, it locked up after roundabout 3 syllables being
spoken by orca, and, I had to get sighted help to run through the first
orca configuration wizard, and, make 100% sure that I had initially
booted it up with audio out connected to the external audio adapter, to
make it use that as default, before then connecting the HDMI-VGA adapter
to then let my sighted connection handle the config wizard, but anyway.
Also, I shared a then running ubuntu mate image with the list, for use
of raspberry pi 2 devices, but, haven't had chance to even try it out on
a pi3 myself as of yet, but anyway.

If you want to have speech without the needing to install pispeakup, you
may find useful the images available in the downloads section of the
Raspberry Vi website:

There is raspbian jessie and it should include pispeakup, so you'll have
speech as soon as you write the image in the SD Card.
