I am curious, before trying orca on the pi, did you check that you had
speech via speech dispatcher?
Spd-say "hello"
Usually does the trick. If it speaks, you are good to go. If not, then you
have a problem.
Note:
Do not configure speech dispatcher first. You do not have to.
