It is not that unusual for them to nest in adjoining nests here in west TN. 
Barn Swallows nest just as well with or without substructure and they will 
hang a nest in the same manner as a Cliff Swallow. A prime example is under 
the Obion River Bridge on the Great River Road where they are lined up and 
sometime alternate as to species. Another location where there are thousands 
of Cliff Swallow nests is under the I-40 bridge over the TN River where both 
species again nest side by side but there are only a hand full of Barn 
Swallows at this location.  Barn are in the extreme minority in any of these 
locations. I think it might be the case where the Barn Swallows are 
opportunistic because I've seen them finish a partial Cliff Swallow's nest 
and raise young.
