Hi Anthony,
With Sticky Keys turned on, you can press CCtrl, WinKey, and then Enter.
Narrator will start. To open Narrator's settings, press Ctrl, WinKey, and N.
Next, press Tab 35 or 36 times until you reach the "Lock the Narrator Key so I
don't have to press it for each command" checkbox. Now you should be able to
use Narrator commands without having to press CapsLock.
